A*STAR Showcases 15 Innovative Solutions for Safety and Productivity at Singapore Airshow

This is yet another good example of how A*STARs R&D capabilities, in partnership with companies, can bring economic value to Singapore. These technologies will be showcased at the Singapore Airshow from 14-19 February at Changi Exhibition Centre, Booth D35.

Showcased by A*STARs seven science and engineering research institutes, the advanced technologies are categorised into four key areas: airframe; maintenance, repair and overhaul (MRO); electronics and communications and aviation logistics.

Among the A*STAR innovations are:

A) Airframe

Creating Deep Bonds – A fast curing technology for aerospace sealants and adhesives.

Existing sealants used to repair fuel leaks, install windshields and windows to seal out moisture in aircraft typically takes a few days to fully cure at normal room temperature. Short wave infrared (IR) radiation penetrates deeply into materials and ensures a more uniform curing through heating. IR radiation is currently used in devices such as heat scanners and sensors. The new and simple curing process, which does not compromise the integrity of the sealants, takes only one to two hours instead of seven days to complete. This means that it uses only 3-5% of the normal time taken by current aerospace industry curing processes, translating into increased productivity and operational efficiency, and could result in significant cost savings.

Waves of Change Modelling of electromagnetic interactions in an aircraft

The ever-increasing demand for communication, navigation, and entertainment leads to heavy adoption of high-speed electronic devices and wireless networks inside the airplane. While wireless communication removes the weight of connecting cables and reduces maintenance fees, it worsens the electromagnetic environment inside the aircraft. Because of this it has become increasingly important to simulate and analyse electromagnetic interactions inside the airplanes closed environment for reliable aircraft operational functions. The A*STAR-developed advanced simulation technology accurately models the electromagnetic interactions in a closed environment.

B) Maintenance, Repair, Overhaul (MRO)

Conventional high performance materials such as chromoly steel, nickel-based alloy and titanium alloys are used for aerospace engine components. The fabrication cost of these materials is high as these tough materials are difficult to form into components of various complex shapes. A novel yet flexible forming technology is being developed to bend and form high-performance materials and thin-walled components of light-weight materials without secondary process, saving time and material cost by 14% and 40% respectively.

Repair With A New Shine Applications of Laser Aided Additive Manufacturing for Repair of Engine Components

Laser Aided Additive Manufacturing (LAAM) technology can be used to accurately repair damaged parts and directly manufacture nickel-base and titanium-base superalloy 3D components. These tough materials are difficult to repair due to cracking, oxidation and the need to maintain grain size and micro structure integrity. Due to the low heat input and high automation level, LAAM technology has shown its significant advantages over traditional repair processes such as Tungsten Inert Gas (TIG) welding and thermal spraying. Traditional repair processes cause distortion and peel-off arising from low bonding strength. LAAM technology yields several productivity improvements. Manpower training takes only two weeks compared to a minimum of half a year before an operator is qualified and experienced for repair work. The deposition rate with localised heating also increases. Current TIG method requires four days to achieve consistent quality for a part compared to 20 minutes. Less material is removed, saving machining time. Current TIG cladding requires about 54% material removal compared to 20% for LAAM.

Making Good Sense Health monitoring and diagnosis

A contactless health and diagnostics check is used for detection of early corrosion surface cracks (including length, width and depth) of less than 1mm and defect detection in composite parts against disbond, de-lamination impact damage. With the rapid scan rates of 0.06m/min 1.2m/min, non-visible surface cracks can be detected reliably and accurately, minimising potential downtime and improving operational efficiency. Unlike the current ultrasonic methods, this monitoring and diagnostic system is able to detect cracks under paint and thin non-conductive coatings. It does not require a medium to transmit signals into the materials under test.

Corporate Waste Reduction in the 21st Century Can Benefit From Lean Manufacturing Concepts of the Past, According to Productivity Expert Laura Stack

The concept of waste reduction in any workplace has never seemed more important than in todays weakened economy. Taking notes from Lean Manufacturing concepts first utilized by the Japanese in the 1970s, time management and productivity specialist Laura Stack has published a new blog, Lean Processes and Downtime, that applies Lean theory — preserving or increasing value with less work to the 2012 workplace.

The concept of waste reduction is nothing new in American business tradition, Stack says, but finding solutions in the plants and offices of the 19th and 20th century was a different challenge than managers and business owners face today. Still, some language of lean manufacturing remains the same — anything that doesnt increase value in the eye of the customer must be considered waste, and every effort should be made to eliminate that waste.

In recent years, businesses of all types have begun to implement lean processes, often simply referred to as Lean, Stack says. Today, eight forms of waste have been defined and targeted: seven from the original business transaction processing system (TPS), and one added by American experts as the concept became more obvious to (and accepted by) mainstream business.

In her bog, Stack identifies the eight forms of waste defects, overproduction, waiting, non-utilized (or under- utilized) staff talent, transportation, inventory, motion and excess processing. Utilizing her trademark acronym approach to complex business and time management theories, Stack sums it up in one word: DOWNTIME.

Numerous acronyms for these eight wastes have been proposed as memory aids, Stack says. But the one that seems to have caught on best is DOWNTIME.

Stack dissects each form of corporate waste individually and describes how the systematic elimination of these wastes can result in improved productivity and an increased bottom line.

Faster processes, lower costs, higher quality, happier workers and, most importantly, happier customers are what businesses need to be aiming for in order to reel in waste and establish common-sense efforts , Stack says. Simplifying processes, repairing physical layouts, handling products less often, and reducing the distance between steps or often obvious fixes with immediate measurable results.

In an office situation, simply providing enough printers and other equipment for everyone can limit transportation waste, Stack says. Eliminate as many meetings as you can, do everything you can to shrink processes without sacrificing quality; your only option is to closely examine your processes and fix them.

By recognizing and understanding the problems unique to each individual business, corrective waste reduction measures are going to have the best chance of working.

Being human, well never eliminate waste completely; but an organization that can trim away most of the fat will be more agile and more capable of competing in any marketplace, Stack says. The ability to move at the rate of customer demand, by producing exactly whats needed when its needed will allow for a saner workplace in which productivity and profitability can rise to remarkable levels.

Rikvin Supports Call for Higher Productivity and Skills

Although widely contested during the recently-concluded Budget 2012 debates, Singapore company registration specialists Rikvin is optimistic that the latest measures to moderate the countrys dependence on basic-skilled foreign workers are a step in the right direction. Rikvin supports the Singapore governments call for business owners and workers to take road to higher productivity and skills.

According to the Budget 2012 statement, the Dependency Ratio Ceilings (DRCs) for foreign workers will be lowered by 5% respectively in the manufacturing and services sectors to 65% and 50% respectively. Similarly, the sub-DRC of the S Pass for all sectors will be lowered by 5% to 20%.

Additionally, the construction industry will see a 5% reduction in Man-Year Entitlements (MYE)

as well as a higher Foreign Worker Levy (FWL) of S$ 500 for every basic-skilled work permit holder in the MYE-waiver category.

All measures will come into effect on 1 July 2012. This means that firms that hire new foreign workers must abide by the new DRCs. They also have approximately two-years grace to adjust to and comply with the new DRCs for existing workers.

Analysis by Rikvin shows that these measures are necessary to wean Singapore off its dependence on basic-skilled foreign manpower. According to the Ministry of Manpower, foreign workers have grown at a rate of 7.5% per annum over the past two years.

Commenting on the uptrend, Mr. Satish Bakhda, Head of Rikvins Operations said, The momentum is not sustainable in the long run and we support the governments decision to mitigate the situation in a timely manner. Moving forward, Singapore needs more quality workers and not just high quantities of workers.

Further analysis by Rikvin shows that businesses, especially SMEs, seem to have to bear the brunt of these measures and are hard pressed to forgo lower-skilled workers or pay more for them. However, and as communicated by Deputy Prime Minister Mr. Tharman Shanmugaratnam, SMEs must adapt to the reality of that Singapore is not a low-cost business location, and will not be.

Echoing the sentiment, Mr. Bakhda said, There will be teething pains. Ultimately firms, especially SMEs in all industry sectors, will have to look into their operations strategies and figure out ways to do things smarter. This means doing things in more productive and innovative ways and tapping the Productivity and Innovation Credit Scheme in the same swoop.

The challenge however, is how soon entrepreneurs who start a Singapore company will accept this new reality of doing business in Singapore. Similarly, it remains to be seen how quickly workers will rise to the challenge of upgrading their skills in order to positively affect their employability and quality of life, added Mr. Bakhda.
